In Montour County, Mahoning Township police say the incident happened near the Ronald McDonald House. Police say Taylor Blake Haughie of Wyalusing grabbed the woman’s neck for about 30 seconds during an argument.
Investigators say he then drove away with the child before returning while officers were speaking with the victim. Police say Haughie showed signs of intoxication and was arrested. He faces strangulation, child endangerment, DUI and other charges.
