WGAL reports Pennsylvania lawmakers appeared unlikely Thursday to reach an agreement before a court-imposed deadline to establish a new sentencing framework for second-degree murder, as disagreements between the House and Senate continued despite last-minute legislative action.
The issue stems from a Pennsylvania Supreme Court ruling that found mandatory life imprisonment without the possibility of parole for second-degree murder is unconstitutional. The court gave lawmakers until Friday to enact a replacement sentencing law.
